Just ordered my first Vetter fairing, a Quicksilver for an '83 Nighthawk 650

Were lowers made for those?

Best as I can tell from reading... No. There really doesn't seem to be anywhere to attach them either.

Headlight Masks
I had a master plan for my fairing product line. The Windjammer would be joined by the smaller Quicksilver and the Mystery Ship, which would share Quicksilver parts. These fairings had masks around their headlights. I used a "Mask" around the headlight to create a unifying "Family Look" thus the Windjammer 5. I will show you my plans for the next generation Windjammers later.
After 1978, I no longer owned Vetter Corportion. When you are no longer boss, things don't necessarily materialize as you plan.
 
I do not think there were lowers made for any of Craig's fairings except the Windjammers. Correct me if somebody knows different.
 
So the Nighthawk passed inspection just fine so title and license are next. However, since I dropped the front end I changed the angle if the Quicksilver and now the wind hits me right smack in the face:(. Now I'm torn between between form or function.

Raise it up and enjoy sweet peace while I ride or let the bike look tighter?

Wait until you ride when it is cold... it won't take long for you to make that decision. :D

I know you're right it is just hard to admit it. May be a Corbin seat will make me feel better about it.

I was looking at the image in your avatar from The Road Warrior. The fairing on that bike sure looks a lot like a Quicksilver. Very Mystery Ship like. I am sure it was custom built for the movie, but you can tell the influence.
